A Killionaire medal is to get 10 kills within 4 seconds of one another. This is easiest done when during a bonus round where there are a tonne of grunts. Use a Rocket Launcher with the ammo setting put to "bottomless clip", as well as Invulnerability, which will allow you to have more grunts crowd you, and allow you to bombard the area around you.
